30th Anniversary of Montreal protocol and 23rd World Ozone Day Celebrated
Highlighting the strength of the active collaboration between the government, industries and all stakeholders in the implementation of Ozone Depleting Substances (ODS) phase-out programme in the country, Union Minister of Environment, Forest and Climate Change, Dr. Harsh Vardhan highlighted the importance of individual awareness and the strength of collective action.
● The Minister also laid special emphasis on the role played by children in ensuring the success of such campaigns.
● Addressing a gathering at the celebrations of the 30th anniversary of the Montreal Protocol and 23rd World Ozone Day here today, with the theme - "Caring for all life under the Sun”, the Minister made a special mention of the pan-India awareness campaign launched by the Environment Ministry on the occasion.
● This campaign was among the most widespread engagements of the Ministry for awareness generation, carried out with the active partnership of States through schools and academic/research institutions spread across the country.
● The awareness campaign saw a participation of about 28 lakh students in more than 13, 000 schools and reached out to 214 districts across 16 states of the country.
● The Minister also spoke of the strong policy leadership given by India during the negotiations for the Kigali Amendment to the Montreal Protocol.
● Dr. Harsh Vardhan said that it is recognized that India played a crucial role in the adoption of the Kigali Amendment to the Montreal Protocol.

Vice President of India lays Foundation Stone for the first Regional Vocational Training Institute in Hyderabad
Vice President Shri M. Venkaiah Naidu, today in Hyderabad laid the foundation stone for Regional Vocational Training Institute which is the first of its kind for the State of Telangana boosting skill development opportunities among women ready to contribute to the country’s workforce.
● Laying the foundation stone Shri Venkaiah Naidu, said, “Setting up of RVTI in Hyderabad is one defining step towards women empowerment.

Now you can complain about bad food in rail journey
To ensure the quality of food on trains, railways is set to launch a new feedback system where passengers will be able to rate the food they are provided, on tablets.
● The service to get online feedback will be introduced in premium trains like Rajdhani, Shatabdi and Duronto Express.
● The on-board service supervisors on 100 trains will be provided with tabs and they can approach any passenger requesting them to give feedback on meals provided in trains.
● They can record their feedback through an online form on the tablets to be provided by the Railways, a railway official said.
● The trials for the same were conducted on Ahemdabad-Delhi Rajdhani Express on September 14.
● The system would be formally launched on the Mumbai Rajdhani in a couple of weeks, IRCTC chief spokesperson Pinakin Morawala said.
● The passenger will be asked to fill a format rating quality of food on scale of 1-5 and areas which get less than 3, passenger will be asked to share specific details, a senior railway official said.
Centre to soon link Aadhaar with driving licence
The Centre will soon start linking driving licence with Aadhaar, Electronics and IT Minister Ravi Shankar Prasad said on Friday.
● "It would be done soon to check the menace of multiple licensing," he said after inaugurating the Haryana Digital Summit-2017 here.
● "I have already had a word with Union Minister for Road Transport and Highways Nitin Gadkari, in this regard and the process to link Aadhaar with driving licence would be set in motion soon," .
● Referring to the debate on security of Aadhaar data, Prasad said the biometric information -- which includes iris scan and fingerprints -- is stored in an encrypted form and is very secure.
● "If you look at the physical card, it has my photo, says I am a male and has my permanent Patna address at the back.
● It does not have details like names of my parents, caste, religion, educational qualification, financial income or health records.
● None of the things by which you can be profiled are mentioned on the Aadhaar card," he said.
● He added that "Aadhaar is a digital identity" which confirms the physical identity with the help of biometrics and there are laws in place to check against unauthorised usage of Aadhaar.
● The central government has linked PAN card to Aadhaar to stop money laundering, an official statement quoting him said.

Qatar restores diplomatic ties with Iran amid regional crisis
Qatar restored full diplomatic relations with Iran early Thursday, disregarding the demands of Arab nations now locked in a regional dispute with the energy-rich country that it lessen its ties to Tehran.
● In announcing its decision, Qatar did not mention the diplomatic crisis roiling Gulf Arab nations since June, when Qatar found its land, sea and air routes cut off by its neighbors over Doha’s policies across the Mideast.
● “Qatar has shown it is going to go in a different direction,” said Kristian Coates Ulrichsen, a research fellow at the James A. Baker III Institute for Public Policy at Rice University who lives in Seattle.
● “It could very well be calculated toward reinforcing the point that Qatar will not bow to this regional pressure placed upon it.”
● Qatar’s Foreign Ministry announced early Thursday that the country’s ambassador would return to Tehran.
● Qatar pulled its ambassador in early 2016 after Saudi Arabia’s execution of a prominent Shiite cleric sparked attacks on two Saudi diplomatic posts in Iran, a move to show solidarity with the kingdom.
17-year-old Alleged Mastermind of Blue Whale Challenge Caught in Russia
A 17-year-old Russian girl has been arrested in the Khabarovsk Krai region of Russia, for allegedly being the mastermind behind the notorious blue whale challenge.
● The girl reportedly was heading multiple groups that were running under the "Blue Whale Challenge" name and was allegedly threatening to kill her victims or their family members if they did not follow her instructions.
● She is shown barefoot in a police video as cops examine her flat and the books, drawings found in it, most of it linked to suicide.
● She possessed a drawing she made of 22-year-old Philipp Budeikin, the man accused of being the ‘inventor’ of the deadly game.
● The game allegedly consists of a series of tasks assigned to players by administrators during a 50-day period, with the final challenge requiring the player to commit suicide.
● The term "Blue Whale" comes from the phenomenon of beached whales, which is linked to suicide.
● The girl is said to have played the game herself, but did not complete the final challenge and chose to become an "admin".
● The teenage suspect introduced herself as a man to her victims.

Govt may launch India's own cryptocurrency 'Lakshmi'
With cryptocurrencies like Bitcoin gaining popularity in India, the government may roll out the country’s very own cryptocurrency.
● According to a report in Business Standard, sources in the government said that a committee was set up to discuss the proposal of having India’s own cryptocurrency, as an alternative to the Indian rupee.
● The report also said the government might name its cryptocurrency “Lakshmi”.
● Reserve Bank’s executive chairman Sudarshan Sen on Wednesday had said the central bank is not comfortable with non-fiat cryptocurrencies like the Bitcoin.
● He had also hinted that it may launch its own cryptocurrency.
● “Right now, we have a group of people who are looking at fiat cryptocurrencies. Something that is an alternative to the Indian rupee, so to speak.
● We are looking at that closely," Sen had said.
● The introduction of this new cryptocurrency may require the amendment of the Currency Act.

New nano-powder to produce hydrogen fuel from urine
Scientists, including one of Indian origin, have developed an aluminium nano-powder that turns urine into hydrogen instantly, which can power fuel cells and provide clean energy.
● Scientists from the US Army Research Laboratory (ARL) had earlier announced that their nano-galvanic aluminium-based powder produced pure hydrogen when coming into contact with water.
● The researchers observed a similar reaction when adding their powder to any liquid containing water.
● They also found that adding it to urine releases hydrogen at a much higher rate than with ordinary water, researchers said.
● Hydrogen, the most plentiful element in the universe, has the potential to power fuel cells and provide energy to future soldiers.
● Fuel cells generate electricity quietly, efficiently and without pollution.
● They are "more energy-efficient than combustion engines and the hydrogen used to power them can come from a variety of sources," researchers said.

मॉन्ट्रियल प्रोटोकॉल की 30 वीं वर्षगाँठ एवं 23 वां विश्व ओजोन दिवस मनाया गया।
देश में ओजोन डेपलेटिंग सब्सटान्स (ओडीएस) को चरणबद्ध तरीके से लागू किए जाने का कार्यक्रम सरकार, उद्योगों और अन्य शेयर धारकों के सहयोग के कारण लागू किया जा रहा हैं।
● यह जानकारी केंद्रीय पर्यावरण, वन व जलवायु परिवर्तन मंत्री डा. हर्षवर्धन ने दी।
● उन्होनें कहा कि व्यक्तिगत जागरूकता और सामुहिक कार्य की शक्ति के बल पर इसे हासिल किया जा सकता है।
● मंत्री महोदय ने इस प्रकारों के अभियानों की सफलता सुनिश्चित करने में बच्चों की भूमिका पर विशेष बल दिया।

● यह संस्थान तेलंगाना में महिलाओं के लिए कौशल विकास के अवसर प्रदान करेगा।
● पेट्रोलियम व प्राकृतिक गैस एवं कौशल विकास व उद्यम मंत्री श्री धर्मेंद्र प्रधान भी इस अवसर पर मौजूद थे।

ब्लू वेल गेम की मास्टरमाइंड, 17 साल की लड़की गिरफ्तार
सूइसाइड गेम ब्लू वेल के ग्लोबल मास्टरमाइंड को आखिरकार गिरफ्तार कर लिया गया है।
● जानकर भले ही हैरानी हो लेकिन यह मास्टरमाइंड महज 17 साल की एक लड़की है।
● रूस की रहने वाली इस लड़की पर दर्जनों बच्चों को अपनी जान लेने के लिए उकसाने का आरोप है।
● 'डेली मिरर' के मुताबिक पुलिस ने अभी इस लड़की की पहचान जाहिर नहीं की है।
● पुलिस के मुताबिक यह लड़की अपने जाल में फंसे बच्चों को अपना आदेश न मानने पर उनके परिवारवालों को जान से मारने की धमकी देती थी।
● पीड़ितों को रेज़र ब्लेड से खुदको काटने और इसी तरह डरावनी फिल्में देखने, आधी रात सोते में से उठने जैसे ऐसे टास्क दिए जाते थे जिनसे उन्हें नुकसान पहुंचे।
● इससे पहले मॉस्को में एक शख्स को किशोरियों को अपनी जान लेने के लिए उकसाने के आरोप में गिरफ्तार किया जा चुका है।
अब ट्रेन का खाना पसंद न आने पर ऑनलाइन कर सकेंगे शिकायत
अच्छा, खराब या बेहद खराब- इस तरह से रेल मंत्रालय के एक सीनियर अधिकारी ने बताया कि जल्दी ही इस योजना को लॉन्च किया जा सकता है।
● अधिकारी ने बताया कि यात्री रेलवे की ओर से मुहैया कराए गए टैबलेट पर ऑनलाइन फॉर्म भरकर अपना फीडबैक दे सकेंगे।
● उन्होंने बताया कि रेलवे की ओर से विभिन्न जोनों में आईआरसीटीसी के ऑन-बोर्ड सुपरवाइजर्स को 100 टैबलेट्स दिए हैं।
● इसके जरिए वे फूड क्वॉलिटी, स्टाफ के व्यवहार और अन्य मामलों पर यात्रियों का फीडबैक ले सकेंगे।
● शुक्रवार को अहमदाबाद-दिल्ली राजधानी में पहली बार इस टैबलेट को ट्रायल के तौर पर इस्तेमाल किया गया।
● आईआरसीटीसी के मुख्य प्रवक्ता पिनाकिन मोरावाला ने कहा, 'एक से दो सप्ताह में मुंबई राजधानी में यह व्यवस्था औपचारिक तौर पर लागू होगी।'
● उन्होंने कहा, 'इससे यात्रियों की समस्याओं और सुझावों को जानने में हमें मदद मिलेगी।
● इससे हम ग्राहकों की संतुष्टि का स्तर जान सकेंगे और उनके सुझावों पर अमल हो सकेगा।'
● यही नहीं कई बार इंटरनेट कनेक्टिविटी न होने की समस्या को देखते हुए रेलवे इसके ऑफलाइन विकल्प पर भी विचार कर रहा है।
बिटकॉइन के विकल्प के तौर पर अपनी क्रिप्टोकरंसी 'लक्ष्मी' लॉन्च करेगा रिजर्व बैंक
केंद्र की मोदी सरकार ने पिछले साल नोटबंदी कर दुनिया को चौंका दिया था, लेकिन करंसी के साथ उसका यह आखिरी प्रयोग नहीं था।
● भारतीय रिजर्व बैंक अब क्रिप्टोकरंसी की दिशा में कदम आगे बढ़ाने पर विचार कर रहा है।
● दुनिया की पहली क्रिप्टोकरंसी बिटकॉइन की लोकप्रियता के बाद हालांकि अब तक वह इस गैर-व्यवस्थित कही जाने वाली करंसी को लेकर बहुत सहज नहीं था।
● आरबीआई ने भले ही लोगों को वर्चुअल करंसी के इस्तेमाल के प्रति चेताया हो, लेकिन एक घरेलू बिटकॉइन एक्सचेंज का कहना है कि हर दिन उसके 2,500 यूजर बढ़े हैं और डाउनलोड 5 लाख हो गए हैं।
● 2015 में लॉन्च हुई कंपनी का कहना है कि लगातार बढ़ते डाउनलोड्स से पता चलता है कि लोगों को बिटकॉइन पर भरोसा बढ़ा है और यह करंसी सबसे लोकप्रिय इमर्जिंग असेट्स क्लास के तौर पर उभरी है।
● आरबीआई में एक्सपर्ट्स का एक ग्रुप भारतीय करंसी रुपये के डिजिटल विकल्प की संभावनाओं पर विचार कर रहा है।
● एक मीडिया रिपोर्ट के मुताबिक धन की देवी के नाम पर आरबीआई अपने बिटकॉइन का नाम 'लक्ष्मी' रख सकता है।
केंद्र सरकार जल्द आधार को ड्राइविंग लाइसेंस से जोड़ेगी
इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्री रवि शंकर प्रसाद ने यह जानकारी दी।
● प्रसाद ने हरियाणा डिजिटल सम्मेलन-2017 का उद्घाटन करते हुए कहा कि इससे लाइसेंस के दोहरीकरण पर अंकुश लगाने में मदद मिलेगी।
● प्रसाद ने कहा, 'मेरी इस बारे में पहले ही केंद्रीय सड़क परिवहन एवं राजमार्ग मंत्री नितिन गडकरी से बातचीत हो चुकी है।
● आधार को ड्राइविंग लाइसेंस से जोड़ने का काम जल्द शुरू किया जाएगा।'
● आधार आंकड़ों की सुरक्षा पर जारी बहस पर उन्होंने कहा कि बायोमीट्रिक सूचना (आंखों की स्कैनिंग और फिंगरप्रिंट) को कूट रूप में रखा जाता है और यह काफी सुरक्षित है।
● उन्होंने उदाहरण देते हुए कहा, 'यदि आप मेरे आधार कार्ड को देखें तो इसमें मेरा फोटो है और यह लिखा हुआ है कि मैं पुरुष हूं।
● इसमें पीछे मेरे पटना के स्थायी पते का ब्योरा है।
● इसमें और कोई ब्योरा, मसलन माता पिता का नाम, जाति, धर्म, शिक्षा, आय या स्वास्थ्य रिकार्ड का ब्योरा नहीं है।'
यूरिन से हाइड्रोजन ईंधन पैदा करने वाले नैनो पाउडर की खोज
दुनिया में कोई भी चीज बेकार नहीं जाती है और वैज्ञानिकों की ताजा खोज इसी बात को सच साबित करती है।
● वैज्ञानिकों ने ऐसा ऐल्युमिनियम नैनो पाउडर बनाया है जो मूत्र को तुरंत हाइड्रोजन में बदल देगा जिसका इस्तेमाल ईंधन के सेल को ऊर्जा देने और स्वच्छ ऊर्जा उपलब्ध कराने में किया जा सकता है।
● शोधकर्ताओं में भारतीय मूल के एक वैज्ञानिक भी शामिल हैं।
● यूएस की आर्मी रिसर्च लैबरेटरी (एआरएल) के वैज्ञानिकों ने पहले घोषणा की थी कि उनका नैनो-गैल्वैनिक ऐल्युमिनियम पाउडर पानी के संपर्क में आने पर शुद्ध हाइड्रोजन का उत्पादन कर सकता है।
● शोधकर्ताओं ने पानी के सम्मिश्रण वाले किसी तरल पदार्थ में अपना पाउडर मिलाकर ऐसी ही रासायनिक क्रिया की।
● उन्होंने पाया कि इस पाउडर में मूत्र मिलाने से सामान्य जल मिलाने के मुकाबले कहीं ज्यादा दर से हाइड्रोजन पैदा होती है।
● एआरएल शोधकर्ता क्रिस्टोफर डार्लिंग ने कहा, आर्मी वैज्ञानिक के तौर पर हमारा काम ऐसी सामग्री और तकनीक विकसित करना है जिससे सैनिकों को सीधे लाभ मिले और उनकी क्षमताएं बढ़े।
● हमने एक ऐसी तकनीक विकसित की जो तुरंत पानी से हाइड्रोजन बना देगी।
● ब्रह्मांड में भरपूर मात्रा में पाए जाने वाले हाइड्रोजन में ईंधन से चलने वाले सेल को ऊर्जा देने और भविष्य में सैनिकों को ऊर्जा उपलब्ध कराने की क्षमता है।
कतर ने ईरान के साथ राजनयिक संबंध बहाल किए
कतर ने अरब देशों की मांगों की अनदेखी करते हुए ईरान के साथ अपने राजनयिक संबंध पूरी तरह बहाल कर लिए।
● अरब देशों का ऊर्जा संपन्न देश के साथ क्षेत्रीय विवाद चल रहा है और उन्होंने तेहरान के साथ अपने संबंध सीमित कर लिए हैं।
● कतर ने अपने निर्णय की घोषणा करते हुए खाड़ी अरब देशों के साथ जून से चल रहे राजनयिक संकट का जिक्र नहीं किया, जब पश्चिम एशिया को लेकर उसकी नीतियों पर कतर के पड़ोसी देशों ने उसके भूमि तथा वायुमार्गों का संपर्क तोड़ दिया था।
● बहरहाल उसका कदम ऐसे समय आया है जब सऊदी अरब कतर के एक शाही परिवार के एक सदस्य को बढ़-चढ़कर तवज्जो दे रहा है।
● इस शाही परिवार को वर्ष 1972 में महल के तख्तापलट के दौरान अपदस्थ कर दिया गया था।
● विदेश मंत्रालय ने एक छोटे से बयान में कहा, 'कतर ने ईरान के साथ हर क्षेत्र में द्विपक्षीय संबंध मजबूत करने की आकांक्षा व्यक्त की है।'
● ईरान की सरकारी मीडिया ने इस पर और अधिक जानकारी देने से इनकार करते हुए इस फैसले की जानकारी होने की बात मानी है।
