Govt develops new tool to measure loss due to disasters
The government has developed a scientific tool based on a UN model which will use satellite imagery and on-ground assessments to measure direct and indirect damages besides the 'opportunity cost' lost due to disasters.
• This will help the Centre make a more accurate and scientific assessment of relief and reconstruction packages for disaster-hit regions, and not be dependent on the arbitrary claims made by states.
• The scientific tool, called the Post-Disaster Need Assessment (PDNA), has been developed by the National Institute of Disaster Management (NIDM), a part of the home ministry.
• It is ready for trials and a pilot will run in a calamity-hit region. The tool has been designed to meet Indian conditions, though modelled on the lines of a similar tool used by the UNISDR for Latin American countries.
• The UNISDR tool was developed by the Economic Commission for Latin America and the Caribbean and is known as ECLAC tool for disaster risk reduction and loss assessments.
सरकार ने संयुक्त राष्ट्र के एक मॉडल को अपनाया है जो उपग्रह के चित्रण और जमीनी आकलन का उपयोग करके आपदाओं की वजह से हुए प्रत्यक्ष और अप्रत्यक्ष नुकसान को मापने के लिए एक वैज्ञानिक उपकरण विकसित किया है।
• इससे केंद्र को आपदा प्रभावित क्षेत्रों के लिए राहत और पुनर्निर्माण संकुल के लिए सटीक और वैज्ञानिक आकलन मिलने में मदद मिलेगी, और इसे राज्यों के द्वारा किये जाने वाले मनमाने दावों पर निर्भर नहीं होना होगा।
• वैज्ञानिक उपकरण जिसे पोस्ट डिजास्टर नीद अस्सेस्मेंट कहा जाता है, आपदा के बाद का आकलन करने के लिए राष्ट्रीय आपदा प्रबंधन संस्थान (एनआईडीएम), गृह मंत्रालय विभाग द्वारा विकसित किया गया है।
• यह परीक्षण के लिए तैयार है और इसका पायलट टेस्ट आपदा प्रभावित क्षेत्र में किया जाएगा। हालांकि लैटिन अमेरिकी देशों के लिए यूएनआईएसडीआर द्वारा इस्तेमाल किया जाता है लेकिन इसे भारतीय शर्तों को पूरा करने के लिए डिजाइन किया गया है।
• यूएनआईएसडीआर उपकरण लैटिन अमेरिका और कैरेबियन के लिए आर्थिक आयोग द्वारा विकसित किया गया था और इसे आपदा या जोखिम में कमी और नुकसान के आकलन के लिए इसीएलएसी उपकरण के रूप में जाना जाता है।
